does anyone know if the spacer that has one beveled side goes towards the cam gear or does the beveled side of the spacer go towards the block

Check to see if either the cam or the gear has a radius that the spacer needs to accommodate, but since the snout is on the cam, that's the logical way to aim the spacer bevel.
