The problem I have is the front passenger side caliper locks up when pedal is depressed and wheel will not turn when I let off the pedal. Do I need a proportioning valve?

Will not turn when you let off the pedal..........sounds like pressure is being trapped or held in the caliper or mechanical binding. Brake master not returning completely after application would cause caliper lock. Did you install pressure check valves in the caliper lines ?

I would check a couple things, Order doesn’t matter. How is the brake peddle return spring? Check linkage for binding and correct setting (peddle to master cylinder linkage might be too tight) Double check brackets that hold your disk brake caliper. (Mine was not true and I had similar issues with cpp conversion kit.) consider rebleeding your system. You should have portioning valve if you are running disk (front) and drum (back) set up.
Just a few thoughts after having a similar issue.

Try loosening the bleeder screw to the locked-up brake and see if it releases. If so, replace the flex line. If not, replace the caliper. "New" doesn't always mean "good". Jerry
