Gravity and the counterweight should assist the flap opening as the spring heats up. Turn the spring far enough for the flap to barely close when the engine is cold. If you want to check the operation, heat the spring gently with a Propane torch- - - - -the counterweight should cause the flap to move to the "heat off the intake" position. That's also assisted by exhaust gas velocity at cruise RPM. Jerry
