Installed a new cable and head. Odometer works fine,speedo does not work.Any ideas?

What do you mean by head?
Did you happen to take the cable out of the housing and put it back in from the wrong end? There is a stop on the cable to keep it where it belongs. If it is put in wrong, the cable won't engage fully and you can have your kind of issue.

By head I mean whole new assembly(speed-o,o-dometer) never took the cable out of housing.

New/unused assembly or new/used assembly?

Either way, as you probably have guessed, something is wrong with the speedometer in the assembly.

If the odometer is racking up the miles, then everything from the transmission all the way to the head is working, so that only leaves the speedometer. I had to return two defective units until I got one in my '56 that would last more than a few hundred miles, mine had odometer issues...
