Did you happen to take the cable out of the housing and put it back in from the wrong end? There is a stop on the cable to keep it where it belongs. If it is put in wrong, the cable won't engage fully and you can have your kind of issue.

I had to return two defective units until I got one in my '56 that would last more than a few hundred miles, mine had odometer issues...
