on my 1951 chevy on the cowl panels on the side of the trukc the driver side has no louvers and on the passenger side it does ??? is that how they came??? plz help thankyou

Yes, that is how they came from the factory. The louvers on the passenger side are there for the optional fresh air heater, it sucks in fresh air through the louvers. You probably have a metal plate screwed over the opening inside the cab that the heater would bolt up to.

just to add to what Brian said, chevy did away with the driver's side cowl vent when the added vent windows in 51.
