It appears the previous owner has replaced a couple of the horizontal bars. For some reason the assembly appears strangely un even. I am aware that the top/bottom/and parking light bars are each uniquely different but are the number 3 and 4 bars (from the top) the same? Is there a difference in the length of these bars? Can they be interchanged? Thanks

Interchanging 3 and 4 would give you what you're probably looking at or maybe you have 2 #4 bars. Look around and you'll find decent individual ones. They should all overlap the end vertical pc's by the same amount.
