Unfortunately a year had gone by before I actually installed it. My problem is the speedo needle does not sit on 0 it sits at about 20 mph. It seems to work ok under acceleration its just 20 mph over actual. I called Carter but their only answer is to swap and pay!!#$%#@ for another rebuilt as the one I have is out of warranty. Is there any way I can adjust this? The needle can be removed and put back on at "0", it's a press fit. Put a very small prybar directly under the needle hub (do NOT pry on the actual needle or you will break it) and gently pry it off of the shaft, then gently push it back on so it rests at zero. Make sure you protect the gauge face when prying it off. BTW found a great video on rebuilding speedo, was for a 55 Pontiac but the guts inside were just about same as my '46 pickup. I read about that tip somewhere, but don't recall where. The speedo was on the workbench at the time, so that method may or may not work otherwise.
I apparently misunderstood the OP's description of the problem. It appears the needle not resting at zero from the rebuilder, must not have have recognized before shipping and installation?

The shaft is tapered where the needle attaches. So by lifting on the needle and turning counter clock ways most needles will lift right off.
