I tried POR15 on a rusty panel once without using their recommended metal prep, and once it dried, it peeled right off like latex paint, and the surface rust looked exactly the same.
I'm concerned that their product merely covers it up, rather than neutralizing it.

It depends on what the surface you apply it to is made of. If it's non-ferrous, then absolutely. If it's not rusty ferrous metal, then yes. If you've got some rust, then go for it.
They recommend that you power wash any grease off the surfaces with the degreaser agent before using metal ready.
Hot Rod Dad:
It seems that you need to prep a non-rusty surface, and anything that you want to paint that's non-ferrous metal. If you have a rusty surface, make sure you knock off all of the loose rust (the stuff that falls in your eyes when you're screwing around underneath the truck) and any large scales. to answer my question of using metal ready on surfaces b4 painting w/ these products. You just can't use the ferrous non-ferrous idea.
DO NOT USE metal ready B4 painting any exhaust manifold heat type POR paint. They can not stand the heat and will cause the paint peel.
and no I didn't find out the hard way...

Just knock off the loose stuff.
