I have never seen an original 55 dash with the finish you are describing. I have seen a very original 55 dash, but it was smooth. Carl

It looks like a textured primer base that the charcoal grey paint is sprayed over top of, it ends right as the top of the dash transitions into what was the lighter colored portion of the dash, I think it was to keep the glare down some, but not sure.

A friend on his 56 had his painter replicate it by dribbling on a very thick heavy primer to create the small bloches. When that dried he used a flat black to overcoat it. It looks factory original!
The assumption it was done to reduce glare is probably correct.
