Years ago when the park brake wouldn't hold, or felt like it need to be adjusted, adjusting the brake shoes back to where the should be, made the park brake hold ok without adjusting.

If you don't, the parking brake parts could interfere with the shoe adjustment. After the shoes have been adjusted, you can then adjust the parking brake.
