The wiper vac motor could turn the splined stub shafts, but when I put the wipers on, it was a no go. So I took the vac motor apart, cleaned it good, figured out how it worked, and assembled it using petroleum jelly (Vaseline). It was congested with dried up old grease, but all the rubber looked in relatively good shape. I also cleaned and lubed all the linkage pivots and stub shaft bushings. Thanks to this forum for all the info I found by searching this subject, the wipers are working like a champ now. Those vacuum motors are quite the ingenious little mechanism.
