There is a little "fuzziness" in those terms. Different shops/people mean different parts, unfortunately.
Here are some discussions. In general, a short block is missing significant parts, internal and external. The head is usually not part of a short block. Ask what parts, internal and external, are included.
A long block, usually contains block/head and all internal parts. Ask what parts, internal and external, are included.
