is it possible to convert a 12v neg ground electrical operated 56 starter to a footstart starter by changing just the solenoid?

Yes a 1949 would be foot start.
It is not possible to convert a solenoid starter to foot start, but a 1955-59 truck 12 volt starter is already set up for foot start.
I am assuming you already have a 12 volt starter?

A 12V starter needs a 12V flywheel.

The one you have has a black tag, that makes it a 6 volt starter.
The one you linked to from Carter is for a V8, or maybe 235 with hydromatic?
As mentioned above you need to know which flywheel you have.

It could be a 6v car starter or a 6v step van starter?

It is not a 54/55 Hydra-Matic starter - H-M starter on top and regular truck starter on bottom

Here is a thread that discusses 6v starters.

Did the starter you have come with the flywheel?
6 volt starters work fine on 12 volts.
If your not sure which flywheel you have you can count the teeth on it.

139 teeth = 6V
168 teeth = 12V

thanks guys

i counted 4 teeth/inch so im assuming its a 6v flywheel
the starter i have (that came with it) is according to the number on the id plate a 6v from a 49-51 chevy car or COE (number 1107075) so i guess a stock 6v starter 1107055 is what i need to convert to foot start.

1938-48 passenger, or 1938-54 truck starter is what you are looking for. Here is an example on eBay.

This may help: no matter what year engine, 216,235 261; keep everything from bell housing back together, the 49 bellhousing, flywheel, starter(works great with 12v), foot linkage, do not combine with any of the late motor's trany/clutch parts. ie, my 46 pickup, has 46 bellhousing, flywheel clutch, starter etc but the entire engine is a 1961 261, been great for 30 years.
