The issue I'm having is that the bolt that goes thru the brass connector and connects to the flex line has slop and can move when all three connections are made. Is this normal?

You need 2. One for each side of the block. If you don't the bolt will be too long.

They do not have to be grooved. http://www.classicparts.com/1941-66-Brake-Hose-Copper-Washer/productinfo/71-301/#.VJA7WidlVDENAPA and other parts-places sell soft copper/brass washers with different inner/outer diameters and thicknesses. They make the seal on both sides of the brass block, and they allow the bolt to seat properly. | | |
