What would cause this on aluminum? I thought that was why you "powder coated", to not have bubbles. I think we will just use "stove black" on the Fenton Headers.

If there is surface contamination, you can get all sorts of problems. For a good explanation of powder coating, try www.hotcoat.com. (I have no association with Eastwood and I'm not trying to sell anything, but the site has a lot of useful info.) I sandblasted a set of wheels , took them in for powder coating.
came home with all kind of bubbles where the center meets the wheel rim. sand must of not cleaned it good enough in the cracks
I also had two sets of running boards powder coated. Held up for 1 day. Then scratches and rub marks terrible. No more powder coating for me.

But the symptom of that is dulling of the surface, not bubbles - does sound like surface contaminants outgassing.
Suppose it'd be best to clean and bake the piece before coating?
