I'm thinking it has to be at least a 1 ton. The person selling the truck said there's no vin plate. It also has a hood that has "3100" on it. I'm thinking it was switches out at some point. Any suggestions as to finding out exactly what this is?

How many wheel lugs? Another thing to check is 1 ton should be 137" wheelbase and anything shorter would be 3/4 or possibly 1/2 ton.
If the 3100 hood was swapped (and not just the emblems) then my guess is a 1 ton, assuming 8 lugs. Because the hood won't swap to a larger truck and a dual wheel 3/4 ton is uncommon.
If 10 lug rear then it's 1.5 or 2 ton and someone put 3100 emblems on the truck.
