I would check the connections, starter switch and brushes. Don't forget the ground. With the amount of current a starter draws, it doesn't take much resistance to cause problems. One other thing to look at is the cables. Are they old? I had a set on a tractor that were badly corroded inside the insulation. I spent a small fortune replacing everything BUT the cables because I thought they should be OK.
