I would guess that if GM put a vacuum advance on the engine, then I would think that it is safe to say that you need to have it hooked up. You mentioned that you have electronic ignition. Is it Pertronix or something similar? If so, then you need the hook up the vacuum advance imho. I don't know if that will solve your problems, but it is where I would start if it where mine.
