You are right Greg_H. An overloaded flasher will flash rapidly.One that is open circuted will not flash at all.When you jump it out and the lights come on ; it will prove the circut good and the flasher bad.Check fuses first with a test light,jump flasher second,power at the bulbs with the flasher jumped third.
