Electricity (noun):
1) The physical phenomena arising from the behavior of electrons and protons that is caused by the attraction of particles with opposite charges and the repulsion of particles with the same charge.
2) The physical science of such phenomena.
3) Electric current used or regarded as a source of power.
According to definition #3, there is no "electricity" in your circuit until the switch is closed. Then the current can be measured with an Amp meter. But as long as the switch is wired to power source (i.e. battery) you can measure the "potential" for electricity across your switch with a Volt meter.
A lot of people think of electron flow as electrons moving along a wire freely like cars go down a highway. Actually, it works a little differently. Any conductor (thing that electricity can go through) is made of atoms. Each atom has electrons in it. If you put new electrons in a conductor, they will join atoms, and each atom will spit out an electron to the next atom. This next atom takes in the electron and spits out another one on the other side.
I really don't think it's anything like a tree falling in the forest. It's more like science, not philosophy.
But more importantly, can you tell me why my Amp meter and headlights are pulsing.
