Apparently it is possible over time for the handle to rotate on the shaft & appear like it is drooping. If you pull it up slowly, so you don't break it, it should rotate so you can lift it past the level mark and then when it falls it will be horizontal. Of course if it is broken inside this is not the fix you are looking for. Worked for me though.
