What percent is that of your engines max rpm? I run at 3000 and that about 45% of my max. I cruise at 50% in my cummins but that only has 3000 rpm. They say aim for your peak torque output rpm while cruising for optimum mpg. Gears might be a better deal than a trans swap. No drive shaft shortening or messing around and cheaper.
