One of the latest trends is to scuff the paint and shoot clear over it to preserve it as is. I've not done that so this isn't necessarily a recommendation just an option. I've seen it done over light rust but my experience with paint is it doesn't stick to rust. I've not seen any of these jobs after they've aged some to see how well it holds up. If you want to keep it totally original buff off the oxidation and put a good sealer on it. Keep in mind that every time you polish you remove a bit of paint. BTW congratulations on wanting to go the preservation route. Original cars are becoming pretty scarce.
