There is a vacuum hole in the bottom of the carb. There must be a passage in the gasket to allow vacuum to get to this hole. You say "new" carb. It probably is a rebuilt or reman. Most of the time they are not right. You need to check the float level & make sure the power valve is working correctly. Its possible it has the wrong size main jet in it.
