If the EZ 12 is gonna handle all your needs, now and in the future, then certainly go for it. No sense in having a dozen circuits you'll never use ... but if the EZ 12 is questionable; if you think you may one day run short, or perhaps a future owner may want more, then I'd say go with the EZ 21.
