You may have to adjust your parking brake cable.
It could be too tight.
That will keep your shoes apart.

Also, did you properly assemble the toggle lever,
And also the adjustment of the toggle lever, listed on same page.

Once you get the shoes to come together
make sure the adjusting wheel has the stop setting in it.

Your #1 pic looks like the rear stop is not going to set in the slot in the adjusting wheel.
Looks a little high from here.
