In short, the manual setting on the control valve sets the temperature that you want, and then the capillary tube has a diaphram inside that can restrict hot water flow further as the water temp changes (as truck warms up?), stabilizing the system and not requiring constant manual adjustment.

In other words, it's an early version of an automatic control system. Interesing.
