I just pulled two of them and found that i had to put pressure on the bolts to get them to thread.The rubber in them was keeping the bolts from threading.Also lubricating the threads on the puller shaft helps give you more tourqe.Perhaps you have the wrong sise bolts.Try blowing out the bolt holes,they could be full of crud.
