I believe you have two problems,One is that the wires going near the park brake/E-brake are getting moved when you move the pedal.(the wires should not move).
.Second, you have either the brake light or tail-light wire (depends on if they are bright=brakes or dim=tail-lights) hooked up to constant power.
.One more thing,look at the engine side of the fire-wall where the brake pedal comes through the fire-wall.You should see a switch that has a lever that is held by the brake pedal in the off position.(It comes on when the pedal lets the switch lever up).That lever may be sticking and not allowing the brake-lights to come on.If it is stuck,work it loose and it may be fine.
