To expand a bit more on flash times,
The time necessary for solvents to have sufficiently evaporated to apply the next coat. Flash times are affected by not only temps but also air movement. Lower temps will slow the evaporation process, or extend the time needed to "flash". Poor air movement (clogged paint booth filters, lack of air circulation, etc) will also slow the evaporation process, for the same effect.
As mentioned, check the data sheets for manufacturer's recommended flash times, and adjust times as needed based on temps/conditions that affect flash times.
