If you are going the voltage regulater route, You might try finding out the rated capacity of the generator, and then have the rebuild shop set the third brush so the generator will not exceed that output. Do you have the number from the genny plate? There is a lot of data out there about generators, and having that number would be the key.
Otherwise have the rebuild shop do there thing and get another cutout.
