Practically all compressors are capacitor-start, they mount outside the sealed unit. A "hard-start" kit just adda a little more capacity. Most any good HVAC shop could probably fit one to the window unit. Good luck! BTW, I've used those little window units to add to the cooling on an old motorhome, just ran the auxiliary generator while I was driving!
