You just hit the nail on the head as to the importance of removing this plug ANY time you "flush" the coolant. I'm sure many others have seen blocks with inches of crud in the rear lower water jacket.
As to removing this one, if you do round or brake the plug, it's not that hard to drill & tap 3/8 npt.
