It is a replacement single-action fuel pump. They are readily available from most vendors. I think you would want a 52-57 fuel pump.
Chevs of the 40s and some other vendors sell rebuild kits.
A dual-action fuel pump was optional. It allowed the original standard vacuum wipers to work better.
