Titles are not a big deal if you know how to get around it. You can register an old vehicle in Vt. with only a bill of sale with all the correct information(as long as the numbers are Good). Once the vehicle is registered in your name, should be no problem re-registering and titling in Your State. You don't need to live in Vt. to register there. You will, however have to pay a Vt. sales tax (which can be deducted from Your State's Sales tax). Hope this helps somebody.
