Its probably like 55 1st says or the master cyl. pushrod rod needs adjustment. There must be a tiny bit of play in it so the piston can come all the way back to open the port. There are 2 holes in the bottom of the master cyl. reservoir. One is very small. If one of these are stoped up can cause this also. Poke a tag wire through it.
