rustoleum flat black should work just fine.....but I'm sure folks like Eastwood have something to sell you for 20 bucks a can.
I'd be careful cleaning it. Don't want to put anything corrosive on it since your not taking it a part. Since its sort of hidden I'd clean it with some soap and water, maybe run it GENTLY with a soft nylon brush to get the bugs juice off and spray on the flat black.
