I replaced my pump a year or so ago for less then $20.00.

How long did the pump sit while you cleaned the tank and lines. If it was a while the diaphram may have dried out and cracked.

Disconect the output to the carb and place you finger over the fitting. Keep clear of all moving parts and have someone crank the engine. You should be able to tell if you are pushing any air. Or you could just remove the fuel line at the carb and put it(the fuel line) into a clear bottle and crank.

Do you have the fuel filter in the right direction? Is the shut off valve open? Do you have pleanty of gas in the tank?
