Hy AZ59apacheguy, try grounding your test light to the grill which the parking lights are mounted in, then with the bulbs out touch the probe end to the socket terminal and turn on the park lights. If you have ground your test light should light. It sounds to me as if your grill is not grounded, hope that helps.
