Sounds to me like your mast jacket bushing is too far up. The different lengths of S wires for the different models is only a fraction of an inch I believe. Have you had the steering wheel off and know that there's nothing between the bushing and the steering wheel that would prevent the wire from sitting properly? What is the length of the legs of your S wire? I have an extra in the garage that I can measure for comparison.
