After checking on a couple of web sites, it may be easier to cut the wires, but DON'T. You need to discover why the horn button is riding so high. While it is different from my 52, I suspect that the mast bushing isn't seated properly. Is it also possible you don't have everything lined up correctly? An inch and a half is a long way to be off. Plus wouldn't you feel better knowing that all the parts for the steering are in place correctly, and nothing is going to fail while you are driving? Good luck, Jim.
