I guess this means you have the whole assembly out and on the bench. If you are replacing the bearings, common practice would be to replace the races (cups) too. I looked at a picture of the steering assembly. One cup is in the bottom of the tube housing, and the other is inside of a adjustable nut...does this sound right?
There is a easy way to pull the cups if you have a small wire feed welder, or even a stick welder. Run a bead around the inner circumference of the race and it will shrink and drop out.
If this isn't your cup of tea, there are probably two small recesses on the back side of the housing so you can reach in with a slide hammer with puller arm attached...wham, wham and out she comes.
