The only problem I see with eliminating the governor is that the bolts coming from the intake manifold are not threaded all the way down and I can't bolt the carburetor to the intake.
Although I may be calling something else the governor, it’s the cast iron part right below the carburetor about an inch tall correct? The part shown in the last pic.
