I don't know for certain, but the governor should work as either of those carburetors interchange with each other. (at least the ones I swapped out on my truck) As for the governor normally coming with the carb, nothing this old normally comes with anything normally, most of these things have been taken apart, pieces swapped with other parts, several times before you get hold of them, and often the reason these parts are even for sale is something is broken or missing. And they are hoping you don't know better, or are just looking to get a couple of pieces off of it.
