The filler under/over epoxy primer can/will be argued forever, I've done both & both ways work. Kinda like what oil do you use or what gasket sealer you prefer. I gotta chip dropped body filler off the shop floor using a hammer/chisel, and it's all dirty & dusty, so I feel it will stick to my fender regardless.
