You should have horn button holder (prongs all around), isolated from and attached to contact plate by 3 screw plastic ring. Push on horn button, Contact plate is touching spring loaded contact (hot), then tab on contact plate touches column (ground) and completes the circuit. I think the contact plate teeter-totters and the tab touches. There is a spring down against the bearing but I thought that was to load the column and/or bearing.
