The switch just turns the power on and off. Yes straight up-down should be on and all the way yo the left should be off. It seems you just have the power in on the wrong post.

The vacuum line into the cab goes to the wiper motor.

And the throttle. grin sorry that sounds like a smart alek answer but it does. There should be a connection on the carbureator that operates independently from the floor pedal but does pretty much the same thing as the floor pedal.
