It sounds like you have diagnosed the problem perfectly. I have plugged vacuum lines with rubber caps made just for that purpose..usually available from a hardware store or auto supply store. The only caveat would be launching the little plug into orbit if the engine backfires.

This might be what happened to the previous rubber cap. Threading a small machine screw into the hole would offer more bullet proof results.
