You won't know if the cam is bad, timed wrong, or just fine and you have no ring seal until you check it.
The problem is that although advancing the cam (as suggested) will bring up the cranking psi, you don't have much room to work with before the intake valve crashes the piston. Advance always reduces intake PV clearance at overlap; retarding reduces exhaust PV but harmless in the stovebolt.
